Bollcoin reported on October 22 that the Ministry of Industry and Information Technology (MIIT) and seven other departments issued the "15th Five-Year Plan for Enhancing Industrial Foundation Capabilities." The Plan proposes promoting AI to empower industrial foundation innovation. It calls for strengthening the R&D layout of general-purpose and industry-specific large models in the industrial foundation field, promoting the integration of industrial mechanisms with agent decision-making models, developing intelligent-native foundational products, and cultivating new business forms such as Model-as-a-Service and Agent-as-a-Service. It also calls for accelerating AI implementation across all stages including product R&D, design simulation, pilot verification, and production operations, improving the intelligence level of process management, analysis and forecasting, and decision-making execution, and accelerating the iteration of industrial foundation innovation.
