OpenAI updates usage policy: model intermediary platforms require approval, using outputs to train competing models prohibited

Bollcoin reported on October 22 that, according to OpenAI's official website, OpenAI has updated its usage policy, with the new rules set to take effect on November 20, 2026. The new policy requires that operators of model access intermediary platforms or other services that allow third parties to directly access OpenAI models (such as model routers and AI gateways) obtain prior review and approval from OpenAI; those that merely integrate OpenAI models into applications to implement functionality are not subject to this restriction. In addition, the new policy explicitly prohibits using OpenAI models or their outputs to prepare, filter, or provide training data and signals for models that replace or compete with OpenAI, including building training tasks, reinforcement learning environments, and providing feedback such as scoring and ranking, while also prohibiting the extraction of protected reasoning content through unauthorized access, reverse engineering, and other means.
